Fran Rosebush Baylor is Director of Field Engagement at CFED. In this role, she oversees the daily operations of the Taxpayer Opportunity Network, seeking to support low-income taxpayers on the path to financial security and opportunity by bringing together tax preparation providers and supporting their efforts to provide quality, free, comprehensive tax preparation services. Fran also manages the Assets & Opportunity Network's Learning Community, which seeks to speed up the diffusion and adoption of innovative asset-building strategies among organizations and practitioners throughout the country serving low- to moderate-income families. Previously, she served as Senior Manager of THRIVE at United Way of Greater Houston, which involved leading a collaboration of community-based organizations focused on providing comprehensive financial stability services to low-income residents; seeking out, investing in and implementing innovative asset-building strategies throughout Houston; and advocating for predatory lending regulation at the city and state levels on behalf of the collaboration. Fran holds an MBA and MSW from the University of Houston and a BA from Purdue University.
