Opening Plenary: 2-3:30 p.m.
Plenary I – The Policy Moment: Creating the Save & Invest Economy
Since the 2008 Assets Learning Conference, the assets field has faced some of the most difficult challenges in its history as economic downturn continues to threaten the well-being of every American, not just those living in the margins of the mainstream economy. However, with these challenges come unprecedented policy opportunities at the federal, state, local and tribal levels. In this opening plenary, you will hear about some of these opportunities from leading policymakers, researchers and practitioners. Michael Barr, Assistant Secretary for Financial Institutions for the United States Department of Treasury, will deliver a dynamic keynote address. Assistant Secretary Barr’s remarks will be followed Melvin Oliver, Professor of Sociology and Dean of Social Sciences at the University of California Santa Barbara, and Thomas Shapiro, Professor of Sociology and Public Policy at Brandeis University, speaking about pioneering research on the racial wealth gap and how to achieve real inclusion across racial lines. After hearing from a diverse group of voices from the field, moderated by Chris Page of Rockefeller Philanthropy Advisors, CFED President Andrea Levere will close this plenary with her 2010 State of the Field address.

Assets and Opportunity Policy Champion Awards Reception: 5:30-7:30 p.m.
This opening celebration, held in Salon 2 on the first night of the Conference, will celebrate the rich contributions made to the assets field by a group of distinguished leaders who serve our country as members of Congress. After the presentation of the Assets and Opportunity Policy Champions Awards Reception (emceed by Sarah Rosen Wartell, Executive Vice President at the Center for American Progress, and Don Baylor, Senior Policy Analyst for the Center for Public Policy Priorities), stick around for light snacks and drinks and enjoy an evening with friends.

Plenary II – The College Success Moment: Expanding Educational Opportunity
A central element of creating the save & invest economy involves ensuring Americans have access to quality, affordable education that will lay the foundation for a lifetime of asset building and financial security. Thursday morning’s plenary, sponsored by Citi, will examine a variety of innovative approaches for promoting college success. Conference attendees will enjoy opening remarks by Father Larry Snyder, President of Catholic Charities USA. Next, José Cisneros, Treasurer of the City and County of San Francisco, will present a keynote address describing that city’s pioneering initiative to provide universal children’s accounts starting in kindergarten. We will hear from the savers themselves as Brandee McHale, Chief Operating Officer for the Citi Foundation, moderates a discussion with two foster youth from Jim Casey Youth Opportunities Initiatives who describe their experiences as savers. Sterling Speirn, President and CEO of the W.K. Kellogg Foundation, will close out this plenary.

Capitol Hill Visits: 8 a.m.-12:30 p.m.
Capitol Hill Visits are your opportunity to educate Members of Congress and their staffs about the importance of asset-building policies and how asset-building programs in their home states and communities are transforming people’s lives. Legislators are more effective at drafting, promoting and supporting legislation after hearing from their constituents about local asset-building efforts.
Whether it’s your first time visiting your elected officials or you’ve made several visits in the past, everyone has an important perspective to share, so we hope you’ll join your colleagues for an inspiring morning on the Hill.

Plenary III – The Innovation Moment: Asset Innovations without Borders
Asset poverty affects millions of Americans annually and exists at a level that far outpaces income poverty, and existing programs, policies and systems are inadequate in alleviating asset poverty. Given this recognition, unleashing the power of innovation to build wealth has never been more important. This plenary, sponsored by the Levi Strauss Foundation, is designed both to facilitate conversation about innovations in the assets field, as well as to recognize those most dedicated to innovation. Every two years at the Assets Learning Conference, CFED bestows the Assets and Opportunity Award on that individual, institution or organization that it believes has done the most the advance the asset-building field in the United States—both in the current period, as well as over the life cycle of the asset-building movement. The award will be presented to Citi CEO Vikram Pandit by Fred Goldberg of Skadden, Arps, Slate, Meagher & Flom LLP. Following the presentation of the Assets and Opportunity Award, Daniel Lee, Executive Director of the Levi Strauss Foundation will present the President’s Award to Peter Nares, leading international assets advocate, and introduce keynote speaker Michael Sherraden, Founder of the Center for Social Development at Washington University in St. Louis. Following his remarks, Dr. Sherraden will moderate a panel titled Asset Innovations without Borders which presents practices from around the globe that are making measurable differences in people’s economic lives.

Plenary IV – The Scale Moment: Achieving Impact
Grand challenges demand grand solutions, and never has there been a more opportune time to scale our efforts at expanding economic opportunity by creating the save & invest economy. Friday morning’s breakfast plenary, sponsored by Bank of America, will begin with a keynote presentation by Andrew Plepler, Global Corporate Social Responsibility and Consumer Policy Executive at Bank of America. The plenary will also feature a panel by government leaders energized by the potential held by the field for scaling solutions to asset poverty. New York City Department of Consumer Affairs Commissioner Jonathan Mintz will moderate the panel that includes David Hansell, Acting Assistant Secretary for the Administration for Children and Families at United States Health and Human Services, Elsie Meeks, State Director, Rural Development, U.S. Department of Agriculture and Martha Coven, Special Assistant to the President for Mobility and Opportunity, Domestic Policy Council.

Plenary V – The Entrepreneurship Moment: Rebalancing the Asset-Building Portfolio
The closing plenary of the 2010 Assets Learning Conference, sponsored by Capital One, will focus on the role entrepreneurship plays in bringing economic opportunity, vitality and sustainability to the asset-building field. To allow more entrepreneurs to build assets in their businesses, we must continue to invest in their ability to produce as key engines of the economy. This plenary will feature high-level presenters from the financial services sector and from Congress, addressing critical strategies for supporting entrepreneurship through self-employment tax preparation, small business finance and the unemployment system. A panel of experts in these strategies will respond to these presenters and bring their own analysis to expand and amplify the dialogue. This plenary will feature Bob Kottler, Executive Vice President of Small Business Banking at Capital One; Susan Mason, Director of the Intuit Financial Freedom Foundation; and Senator Ron Wyden of Oregon. Gary Cunningham, Vice President for Programs and Chief Program Officer at the Northwest Area Foundation, Jackie Lynn Coleman, Senior Director of the National Community Tax Coalition and Vice President of National Programs, Center for Economic Progress and Janie Barrera, Founding President and CEO of ACCIÓN Texas-Louisiana will respond and continue the conversation. Then, we will hear from another diverse slate of leading voices from the entrepreneurship field and consider the impact of the conference on our work moving forward in a summary from Bob Friedman, CFED’s Founder and Chief Counsel.
