From January 2014 through June 2015, ten community-based organizations from around the country embarked on an 18-month journey to develop new ways for their low-income clients to progress toward financial security. This document highlights the lessons and successes from that Learning Cluster so other organizations can learn from their experiences. This document is written primarily for community-based organizations that provide direct services and want to learn about successful strategies for integrating financial capability services into their existing programs. Intermediaries, government agency staff, policymakers, funders, financial institutions and other local partners can also read this document to learn how they can support organizations doing this work in their communities.

Training Video Series for Building Financial Capability: A Planning Guide for Integrated Services


CFED worked with the Administration for Children and Families (ACF) to develop five short training videos about Building Financial Capability: A Planning Guide for Integrated Services (the Guide). ACF, in partnership with CFED, published the Guide in March 2015 as an interactive resource to help community-based organizations develop a plan for integrating financial capability services into existing programs (e.g., housing, job training, or Head Start). These training videos provide instructions, tips, and examples for using the tools and resources in the Guide to begin integrating financial capability services or to improve or expand existing efforts. About Financial Capability Services


This document provides an in-depth look at ten key financial capability services: financial education, financial coaching, financial counseling, credit counseling, credit building, access to safe and affordable financial products, free tax preparation assistance, access to federal and state benefits, incentivized savings programs, and asset ownership programs. The document includes a description of what each service is, why it is important, and how to implement it.

NOTE: This resource was initially developed as an appendix to Building Financial Capability: A Planning Guide for Integrated Services, a resource for community-based organizations interested in integrating financial capability services into existing programs for low-income people.


Increasing Financial Well-being Through Integration

A growing body of on-the-ground experience is demonstrating how integration can increase the impact of a primary social service, such as helping an individual find a job, while also addressing other financial challenges and barriers that person may be facing. CFED’s newest federal policy publication series, “Increasing Financial Well-Being through Integration,” chronicles policy changes that could increase the impact of social service programs by boosting families’ overall economic outcomes.

Tracking Financial Capability

Tracking Financial Capability is a series designed for frontline organizations that plan to provide, or are already providing, services to help clients manage their financial resources more effectively and become more financially secure. The three guides in this series will help you establish processes to track your programs to ensure they are being implemented as planned and resulting in the outcomes you set out to achieve.
